The ARMM Tourism Officers Association (ATOA) has identified Bulingan as one of the top attractions in the Autonomous Region in Muslim Mindanao (ARMM). ATOA is working with local business support organizations to establish a private sector-led tourism association in the autonomous region, with assistance from USAID’s GEM Program. GEM is implemented under the oversight of the Mindanao Economic Development Council. GEM
